This article mainly analyzed the Indian renowned economist Amartya-Sen's free thought theory, who won the Nobel Prize in Economics in 1998, including the economic, the political philosophy, the sociology, ethics and so on. The specific connotation of Amartya·Sen " free" the concept is expressed through adding a qualifier "substantively" in front of the freedom. The freedom means the essence is free, the essence free defines as "the opportunity or the ability which lives according to its standard of value". "We live in an unprecedented Wealthyworld, which was Unimaginable in 200 years ago. ... ... But, the world welive in still existed large-scale deprives, Poverty and oppression. ... ... it isthe central goal for the development to overcome these difficult problems." Amartya-Sen free thought lets the people fully realize the value to freely change own destiny, and initiates the people to think about the free again.The Preamble mainly introduces Writing purpose of the article and Amartya·Sen biography, and pointed out the background that Stimulated free thought.First chapter mainly discuss the origin of Amartya·Sen's free thought theory from Marx, Smith, Rolles's thought, which produces profound influence on Amartya-Sen's free theory. Second chapter mainly analysis the content of Amartya-Sen's free thought. Firstly, this chapter explained Amartya·Sen's understanding to the freedom, and analyzed the relations of the freedom and poverty, the freedom and the welfare, the freedom and the society.The third chapter explains Amartya·Sen's free thought's enlightenment to Chinese anti-poverty Policy from a practical perspective. Amartya-Sen thought that The real reason for the poor lies in the Lack of public rights. The only essence of strategy on anti-poverty is to improve the populace's feasible ability.Finally, at the end of the article, it is reaffirmed the value of freedom on State and the people.
