In this paper, China's Great Famine in 1959-1961 as the research object, the causes of famine would be tested by the theory of Amartya Sen's famine. The theory of Sen's famine as the starting point, it objective analyzed the reasons of the occurrence and development of China's great famine in 1959-1961, the sources of political, economic and institutional.Further,it applied for econometric models, the situation of many of the deaths caused by China's Great Famine in 1959-1961 in the empirical analysis,found that the theory of Sen and the traditional theories of famine to the occurrence of famine has explanatory power, through comparative analysis, found that the theory of Sen has more explanatory power. The end of the famine, the dissolution of a public cafeteria is a decisive factor. Due to the dissolution of public canteens, making the actual process of food distribution for each household in the substantive freedom of the regression.History tells the future, to ensure national food security, we must always adhere to the unwavering position of agriculture as the foundation, further enhance the grain production capacity, upholding fairness and justice of the food distribution system.
