As an essential part of socialist market-oriented economy structures, perfect social security system ensures China's economy continual development and the society long stability. Rural social security system is not only an important component of social security systems in China, but also an inevitable choice for an all-round well-off society. It plays an important strategic role. With the development of rural economy and the thorough of reformation of market system, the rural traditional security pattern has lost its economic base and lapsed into a state of congealment. Therefore, the voice of establishing and perfecting rural social security system is higher and higher. At present, it is of important strategic significance to speed up building and making rural social security system perfect. This can perfect China's socialist market economic system, enhance agricultural modernization, increase the continual development of rural economy, decrease rural-urban disparities, diminish the social inequality, and actualize urbanization of national economy. Meanwhile it can help to meet challenges brought about by aging of population and carry out our basic policy the family planning effectively.History is a mirror of the present. We must have in-depth acknowledge and thought on the evolution history and the current situation of rural social security system so as to establish a brand-new one. In this process, thesis doesn't only investigate the evolution history of rural social security system, but also comprehensively examines the current situation on the historical basis. It comes to the conclusion that the existing system is attacked by the problems of stereotyped form, poor security function, narrow coverage and poor management, etc. However, just recognizing the problems is far from enough. So this thesis makes further research on the reasons for those problems and commits discussion both theoretically and practically. On that basis, this thesis holds that land security and dual economic structure are the fundamental reason why it is hard to achieve progress in the construction of rural social security system in our country.With the method of comparison and analysis, this paper summarizes the experiences of the establishment and reform in the rural social security system of typical countries in the world. Combining with Chinese condition, the paper provides some constructive advices for the development of our rural social security system. There are five chapters in the paper. Chapter one is about the academic and realistic backgrounds of the paper, the thought and method of the research. Chapter two analyses the development of rural social security system and it's achieved. Chapter three analyzes some problems of our current rural social security system, emphasizes on the dissiliency of managing system, incompletion of the security range, faultiness of security fund management, slowness of the social service development etc. Chapter four studies the international comparison of rural social security system. The paper takes Great Britain, Germany, America, and Japan as typical cases. it has a comparison of the trend of recent reform in these countries' social security system. Chapter five the author proposes some concrete advices to the establishment of rural social security system with Chinese characteristics, analyzing the contents of rural social insurance system in China, and advances some countermeasures to establishing rural social insurance system.The exploration of how to develop the new rural social security system in our country is the destination of all researches. But as constrained by the factors of length, knowledge and data, the thesis only provides some macro system design and the development direction here.
