The article begins with the concept of the social security in new rural land. After a full presentation of the theories on the social security in new rural land, it deeply analyzes the evolvement and status of the system, especially the existing problems. It describes the definite scenario of complementary new social security system in new rural land from the perspectives of cooperative medical service, basic cost of living allowance and pension insurance. The article includes four parts.Part 1, The fundamental theory on the social security in new rural land. In this part, the paper analyzes the concept of the social security in new rural land, holding that this system is a constituent part of'modern social security', and it is not an unprecedented social security system, but a improved system that enlarges the existent contents, broadens the coverage and adjusts the unreasonable parts. After that proclaims, the paper explicates the Marxism theory on the social security and explains profoundly the thoughts of Marx, Engels, Lenin, Mao Zhedong, Deng Xiaoping, Jiang Zheming, Hu Jingtao on this issue. In the mean time, it briefs the west non-Marxism theories on social security.Part 2, The historic evolvement of social security in new rural land. The social security in new rural land is the continuance of rural social security system of the New China. After the establishment of the PRC, along with the construction of urban social security system aimed mainly at urban employees, the social security system was implemented in vast rural area. However, owning to the long-existing dual economic structure and social structure, the social security system was divided into urban and rural ones with relative independence. In this part the article investigates respectively the evolvement of the build-up of social security in rural land in china in the periods of before open-up, initial time of open-up, the construction of socialism new rural land. It details the main contents of the social security system in these different periods, and in the mean time analyzes the reasons and the features behind these, revealing the exclusive path of evolvement of the social security in rural land during these several decades.Part 3, The status of social security in new rural land. After over ten years of exploration which made big achievement, a social security system in new rural land was established in China, featured basic cost of living allowances, rural cooperative medical service, rural five-guarantee system, rural pension insurance, social assistance system. The cutting point should be at the prominent issues like the new cooperative medical service and pension insurance, and from there to establish the consummate system of cooperative medical service in rural area which should have a broader coverage and wider participation, and to perfect the basic cost of allowance system and social assistant system in new rural land.
