The Study On The Employer's Administration In General Contract Mode

In the past decades, the general contract has received fast development and extensive application in the world, and at the same time, it has made a good effect. At present, our country is developing the general contract vigorously, and there are a lot of studies in this field; but the study is mainly concentrated on the contractor, and there are few studies which are from the employer's perspective.By discussing the principle theories and introducing the latest foreign progress in theory and practice of general contract study, firstly, this paper describes the applied environment of the general contract emphatically from the project employer's perspective, and puts forward the methods of contract forms selection and those of the definition of the contract scope. Then, this paper summarizes the characteristics , procedure , methods and principle of foreign general contractor's selection systematically, and points out the main problems of selecting general contractor in our country. It puts forward a suit of simple and practical methods of general contractors'selection. Finally, the paper probes into the authority scope of the Employer's representative, and summarizes the management functions of them in every stage of construction projects.At present, since the time of the general contract is relatively short in our country, the employers still lacks with the experience on organizing project construction of the general contract. The professional advisory organization and professional personnel are lack of theoretical foundation and methodical guidance correspondently. The result of study in this paper puts some references to the employers who want to manage the projects by the general contract means.
