Research On Core Elements And Compilation Of Employer’s Requirements For General Contracting Project

With the country’s vigorous promotion,the projects implemented by the general contracting mode of engineering show a spurt of growth,but a large number of project defects have appeared in the development process of the general contracting mode of engineering,which is often due to the unclear requirements of the employer.Clear employer’s requirements are the premise of accurately expressing the employer’s requirements and the key to the success of the project.The existing research has made clear the important role of the employer’s requirements,but there is little research on the core elements of how to compile the employer’s requirements and the universal logical framework.In view of this important issue,it is urgent to study the planning of the employer’s requirements.Clarify the theoretical basis and key technologies in compiling core elements required by the employer.Firstly,this paper determines the connotation of the employer’s requirements and the inherent logical relationship between its core elements.Based on grounded theory,the core elements,that is,project objectives,project scope and technical standards,are summarized by taking relevant contents required by the employer in policy documents,contracts and actual cases as samples.Then,according to the project definition theory in the literature,it guides the establishment of logical relations among the core elements required by the employer;Then,the general framework required by the employer is determined,that is,according to what the employer requires-what to do-how to do it,and the relationship between the core elements of the content required by the employer and the preparation preconditions are clarified,so as to provide top-level design for the subsequent research on key technologies for compiling core elements.Based on this,this paper solves the key technical problems that the employer requires to compile three core elements,and the specific contents are as follows:(1)The construction of "project objective system" as required by the employer.Firstly,through the literature analysis method,this paper introduces the research of the theory of project success and value realization in the target system of construction projects,and points out that the hierarchical relationship of the target system of construction projects is clearly defined by using the logical framework method.Then,through case analysis,the application methods of project success and value theory in practical cases are summarized,that is,based on strategic objectives,by analyzing the needs of stakeholders,the value objectives are identified by using the method of quality function deployment,and the project objective system is constructed;Finally,the universal process of compiling the project objective system is obtained.(2)Determination of "Project Scope" in the Employer’s requirements.Firstly,the theory of engineering project scope and the tools used to identify engineering project scope are summarized.After that,the concrete practices of the project scope identification tool in actual projects are summarized through cases,that is,the project scope required by the employer is determined by using EBS and WBS two-dimensional decomposition tools and project interface identification;Finally,the universal process of compiling the project scope required by the employer is obtained.(3)Determination of "technical standards" in the employer’s requirements.The essence of technology standard is to further refine and quantify the functional quality standard system of each subsystem in the engineering system under the constraints of construction objectives and engineering scope.Firstly,the theories and methods used in the construction of construction standard system are summarized.After that,through case analysis,the dimension of functional group used to construct functional quality standard system is obtained and its logic is analyzed.Finally,based on the process management theory,the functional quality standard system is constructed and applied to the technical requirements of the employer’s requirements,and its universal process is obtained.Through the above research,this paper has completed the universal practice of compiling the core elements of the employer’s requirements,and provided the employer with the method of compiling the employer’s requirements,which is of great significance to the development of the project general contracting mode.
