GDP of China is high speed increase in successive years. At the same time, economic of China gains new development simulation with the entry into WTO and Olympic Game of 2008. A large number of new firms occurred. Some firms will survive and develop in course of wash out—survive—wash out—development—wash out—spallation. It is the important question to every new firm that how to survive and develop in the difficult environment. The research object of this article——Z company, is one of the firms which found by state company and individual. The important part of the research is that how to become criterion and healthy develop by management change of Z.This article begins with the background and realistic of the theme. The importantly part of the article is to analyze the situation of Z's manufacture base and give feasible scheme. According as the fact, first of all in the article, the manufacture base is analyzed from four aspects.
