Along with our market economic structure is improving, the enterprise trulybecomes the subject of market competition. Especially for today our country enteredWTO,themarket competitionenterprisefacedis gettingtougher. Iftheenterprisewantsto survival and development for long-term in this field, it has to draw up developmentstrategies scientifically. And the strategies must match enterprise's development requestand its characteristics. However, lots of enterprises did not lack of correct developstrategies, and also had good exterior environment to implement them. But they stillcannotrealizethetarget.Investigateitsreasons,theshortagewithitsstrategyimplementability-executionisadominantfactor.The execution is the foundation on which the enterprise strategies can implementeffectively. It is the degree enterprise organization and individuals fulfill the enterprisestrategies, and the successful essential condition an organization has, while thecompetenceistheguaranteeforpersonneltoimplementtheexecution.Atthesametime,as the mainstay in enterprise, middle-level managers'quality superior and poor, abilitywhethercanobtaintheeffectivecultivationandthefulldisplay,notonlycanhinderittocarry out the strength effective enhancement, also directly will affect the enterprise theproduction management and the development. Therefore, it is very important toresearch the establishment of middle-level managers'competence model based onexecution.This article first on the related theories foundation of the execution and thecompetence, analyzed the relationship between them thoroughly. Secondly, through thestudyof related competence models, the mid-level managers'competencies has statisticcleared up. It is attempts to establish a competence model in enterprise based onexecution.Andcombinedthepresentconditionofourenterpriseexecution,analyzedtheimportance of the competence model in our country. Lastly, make an appraisal researchto this model byusing AHPand FuzzyComprehensive Evaluation. It is hoped that thisresearch can provide some beneficial opinions for enterprise's human resourcesmanagement.
