Followed by the completion of system reconstructuring of Tralin Paper Company Limited, the operation diagnostics and reforming on the management was started in May 2005. Being responsible for the reforming of the company HR system, the Human Resource Department started also its intense but orderly reforming works. I, as the director of the Department, together with my management team, based on diagnostics and analysis on the operation experiences of HR management, schemed and orgnised the execution of relative solutions on orgnization system optimization, salary and welfare management, working effectiveness evaluation and labor employment policies. These had helped me very much in obtaining realistic information and practical experiences for the writing of this article.In this article, it carries through the current management, strategic alocation, labor qualification, inner and outer environments identification, and finally to the analyzation and optimization on Tralin's orgnization structure. It analyzes in detail the structure of all kinds of weight factors and their influences on the orgnization structrure design. On the design optimization of the company orgnization structure, it has been much focused on the followings:Combining theoretical research and relative design factors, design the company orgnization structure– linear functional structure;In accordance with the means of functional design and the design scheme of the orgnization optimization, design and optimize the company management structure, operational deparments and labor-to-job arrangement.Complement and perfect the distribution of labors, responsibilities among different departments and jobsIn view of the disadvantage of poorer cross directional coordination in the linear functional structure, design the cross directional coordination control mechanism.Analyze obstacles to introducing organization structure and design respective couter-measures.
