As the traditional scientific management can not keep pace with the development of knowledge economy, management gradually transforms into emphasizing on knowledge. Human, the main carrier of knowledge becomes the key factor which decides success or failure of KM, that is, KM can not escape from the exploitation of human resources. Therefore, we inquire into the internal relationship between KM and human resources exploitation, make clear what the former one calls for from the latter one, and then put forward some strategies of human resource exploitation, all of which make important sense both in theory and practice to promoting the core competition ability of the organization.Base on analyzing the two concepts of KM and human resources exploitation, this artical analyzes the relationship between KM and human resources exploitation from the five factors: First,with the technology and economy development,knowledge and human capital gradually become the real headspring of economy development, they have the internal relation.Secondly,knowledge sharing is their common goal.Thirdly, knowledge innovation is the root of KM, and also is the inner demands of human resources.Fourthly,human is the principal part of knowledge, base-on- human is their common ideas.Fifthly,knowledge and human can not be partitioned, they are enchancing reactivity with each other. And then followed by the analysis of human resources exploitation innovation on the respect of status, value, content and mode raised by KM from its trait and procreant background.Based the research above, it emphasizes on the research of how to set up human talent resources exploitation based on KM, and brings up the human talent selecting system, the knowledge plus innovation ability combination system, the efficient human talent uraging system, and the human talent performance appraisal system and its quantization model based on knowledge contribution. And it analyzes the typical case of human talents resource exploitation in Z company proving the point aboveby empirical research, and it analyzes the feasibility of human talent resources exploitation based on KM by the angle of theory and practice.
