Nowadays, with the rapid economical development of our society, the consultation industry and IT industry, as the representatives of high-tech enterprise, generally have the phenomenon that the staffs change their job frequently and the management cost increased greatly. Consequently, the employee flow management plays an important part in human resources management, and also as the key point for personnel recruitment, the effective employee flow management provides the powerful guarantee for completing the employment advertise plan, the personnel match as well as the controlling of employment advertise cost. This paper aims to analyze the high-tech enterprise human capital characteristic, and based on this, analyzes the employee turnover influences in the high-tech enterprise, especially for the key employee, lists the concerning factors which affect the employee flow, from the angle of enterprise and individual and uses the level analytic method, this essay presents the factor of high-tech enterprise employee turnover, and gives some proposes for salary plan, professional profession plan, staff ability development and other related countermeasure.This dissertation is supposed to analyze the high-tech enterprise employee flow management, illustrates how to control the orderly employee flow and keep the key employee according to analyze concretely the employment system, HRM system, salary system, and environment development etc. With the management of high-tech enterprise overall manpower cost to control the enterprise employee flow and the key employee drain. The purpose of high-tech enterprise employee flow management is to balance the influence between negative flow and positive flow. Reasonable flow is inevitable and necessary; the enterprise should control the negative flow, and remain the person who benefits the enterprise. Meanwhile provides the supporting theory to develop the high-tech enterprise's human resources management.This paper which consists of six parts analyzes the high-tech enterprise employee flow management.
