Study Of Financial Policy For Circular Economy In Jiangsu Province

Suitable financial policies to promote circular economy in Jiangsu province is studied. Three institutional economics theories are adopted in the thesis, that is, economic system and property right, institutional transformation, and institutional supply and demand. Methodologies such as supply-demand analysis and TOWS strategic matrix analysis are applied. Property right theory and functions of public finance are used as the basis for the formulation of financial policy system model for circular economy. This conceptual model is applied in the performance evaluation under three institutional conditions. Pros and cons of performance evaluation can be used to screen the most suitable financial policies of circular economy in Jiangsu and provide suggestions on how to facilitate the formulation of these policies.Five sections are included in the dissertation. The section 1(chapter 1) includes the purpose, background, theories, methodologies, technical procedure, as well as potential development of the theory, methodology and application. In the second section (chapter 2 and 3), circular economy strategy in Jiangsu and its parallel problems are described. It is pointed that the development of circular economy needs strong financial policies. And these policies must have some special characteracties. Section 3 (chapter 4)emphasizes on the analysis of policy supply-demand status of circular economy in Jiangsu and the results show that there is a serious lack of financial policies for circular economy and clarified property rights must be the fundamentals of such policies. In section 4 (chapter 5 and 6), a financial policy system is developed and adopted in the performance evaluation under three institutional conditions, which helps develop the most suitable financial policy system in Jiangsu.
