The customer requirements, which transit from simple communication needs to individual, different and diversified demands in communication, information and entertainment as well, are experiencing great changes. The development of telecommunications technology are tremendous. Telecommunications practice like a raging fire. Such make opportunities for Hunan Planning & Designing Institute of P&T(HNTDI) to expand market. But now the telecommunications designing industry is stressed in competition, under the circumstances, the traditional innovation capabilities, resource allocation and market development of HNTDI lag behind the demands of market contention. HNTDI is stressed in the competition which is interrelated and created value by intelligence in a passive position. Confronted with these chances and challenges, the burning questions that is forced to consider and figure out are how to improve corporate competitiveness and to live, to develop and to thrive in the market.Based on enterprise strategy management theory and two analysis methods, namely PEST and SWOT, this thesis undertook a comprehensive diagnosis of the surrounding environment, resource and capabilities of HNTDI. Combined with the inherent character of telecommunications designing industry, this thesis constructed an index system of competitiveness for a telecom enterprise, evaluated HNTDI and its main competitors by utilizing this index system, proposed policies to foster and promote competitiveness . The practical measures involved setting up learning organizations, speeding up learning and development of new technologies, promoting innovation capability, optimizing the allocation of resources , deepening reform of salary system , strengthening resource conformity capability, advancing market expanding capability and eventually promoted the corporate competitiveness of HNTDI in the round.This thesis is significant for HNTDI to foster and enhance the core competitiveness, to ensure superiority in contention and to implement strategic target. In addition, this thesis could be a good reference to find there competitiveness for the other institute in this industry, and also be a model to other small and medium-size enterprises in such a fierce market.
