Study On The Investment Control In The Construction Of The Large Hydraulic Project

Investment control is one of the practical works fields, in which experiences and judgments in works are combined with the scientific theories and technical methods, aiming at minimizing the investment at the time of realizing the established targets and requirements. Since construction of hydraulic projects is under way at present and will be more in the future, to promote the investment benefit, it's necessary to enhance the investment control in the construction. Hence, it's necessary to set up a set of scientific investment control system, and apply scientific investment control method, so as to provide theoretical basis for the investment control practices.On the basis of research findings by predecessors, this article makes some trial studies on the investment control theories and methods. First, the basic concepts of investment control and its impact on the economic development are summarized based on extensive reading of relative literatures, the development and changes of the investment theories are analyzed and discussed , and the contents and methods of investment control are introduced in this article. Secondly, basing on the practical work experiences, and considering the construction practice of Xiaolangdi Multipurpose Dam Project - the international project across the century, with application of the modern technology achievements, and by means of the methods of variance analysis and factor analysis, in the manner from the concrete to the general, from the phenomenon to the essence, and with the combination of qualitative analysis with quantitative analysis as well as the combination of theoretical analysis with the demonstration analysis, experiences and lessons of the investment control practices in the Xiaolangdi Multipurpose Dam Project drew from the project are analyzed, and the specific technical method of investment control for the large hydraulic project is explored by integrating theory with practice, following the principles of scientificalness and practicality. At last, regarding the features of and problems in the investment control for the construction of large hydraulic project, the writer holds that decision mechanism for the large hydraulic project shall be healthy., system of provider of state assets shall be established and improved, as well as the: supervision system of government investment, and the guiding role of the project entity in the construction administration shall be established, the core position of contract management in the construction administration shall be established, it should be made clear that engineer is the sole in the course of investment control, and static control and dynamic management shall be the basic principles in the investment control for large hydraulic project, learning both the domestically and internationally advanced experiences and techniques to service for the decision-making and construction administration is emphasized.
