With the running of the GATT and WTO, tariff harriers are continually cut down, and non-tariff barriers are limited more and more rigidly. But developed countries adopt enthusiastically the measures of non-tariff barriers aiming at the purpose of trade protection, and green trade barrier has been the most prevalent type at present. Green Trade Barriers, also named environmental trade barriers, are the limitations or even prohibitions imposed on international trade by direct or indirect means for the protection of environments, human being, animals and plants. They are the main ideas of Technical Barriers to Trade ( TBT ) , including environmental protection laws and standards, voluntary measures, and the internalized environmental costs. Along with the economic globalization and trade liberalization, conventional tariff barriers and non-tariff barriers gradually fade out of international trade. However Green Trade Barriers are playing an important role in trade protectionism in view of their great restriction. After becoming the number of WTO, Chinese export trade faces opportunities as well as challenges. Green Trade Barrier is one of the main non-tariff barriers we must face with. Shandong Province is noted for its contributions to the development of Chinese export trade. But it suffers much with Green Trade Barriers. Sales of its products have been seriously hurt in the international markets.
