Over these years, the chief seaport enterprises in Mainland China have already made or are going to labor-outsource their port loading and unloading to increase their core competitive power. Labor outsourcing, despite its obvious benefits, should never be considered as a fashion to be thoughtlessly modeled and a clear idea of the problems and changes of outsourcing management and operation should be stressed. Among the problems, how to meet the severe challenges and innovations in coping with human resource management in the multiple employment system is worth exploring.Besides, with the continuous development of market-oriented economy and the increasing improvement in the mechanisms of personnel system and human source flow, a huge labor market in China has been taking shape. As a result, many enterprises need low human capital investment to make high-grade repayments in none-core businesses while the huge human resources need a broad employment platform for their developments. Labor outsourcing is therefore becoming such a platform in meeting both sides' needs. In addition, with the rapid development of market-oriented economy and information economy, more and more enterprises come to realize that human resources are the primary and the most active element among all the elements in production. Enterprises are not merely confined to the competition for natural resources, capital and products (technical resources), but to a stage in which the ultimate goal of competition is that of human resources.
