Frost-Pulp-Paper proves not only successful experience in international paper industry, bust also strategic need for Chinese paper industry adapting to international situation and improving market competence. On the conditional of globalization, the competence between enterprises focus on HR development and utilization, and HR has been the first factor improving industry competence. So establishing a whole set of advanced, practical, efficient and formal HR development and management system suiting for integrated Frost-Pulp-Paper, which can be used to develop employee's potential and exert their talent to the most, will contribute to the right implement on Frost-Pulp-Paper and the largest benefit on HR.The article firstly introduces the basic condition of Chinese paper industry and Frost-Pulp-Paper from the respect of HR development and management, then analyses the special HR demand on the condition of Frost-Pulp-Paper and finds present questions in Chinese paper enterprises.On the base of analysis, the article use modern HR development and management theory with the purpose of right implement of integrated strategy, and put forward to establish a HR development and management system suiting for integrated Frost-Pulp-Paper, which includes HR mission, target and implement.Through carrying out compared research and proof-test, combined with author's practice in HR, the author bring forward his comprehensive, practical solution on HR development and management, which also have some usefulness to other Chinese paper enterprises.
