Urban Management Research Under The Sustainable Development Strategy

China is in the very period of accelerating growth of urbanization. With China's entry in WTO and further expansion of the market reform, the concept of urban management, as a conceptional innovation, has been generally recognized more and more in recent years. To perform the market-oriented operation of the city resources to acquire a benign cycling of construction capital investment and yield in the city, has become a basic thinking pattern in the urban management in our country. However, in the traditional urban management theorists' interpreting specific methods for the urban management, or, in their real practices, they both are illustrating connotation of the urban management with the method and countermeasure of the city's construction capital funding. Understanding of this capital-guided urban management, customarily, leads to exorbitant exploitation, irrational development of the city resources and retrogression of the city's functions, which are all caused by seeking after short-term capital incomes by the government. Problems of welfare dropping in the citizens, such as drastic decrease of plowland area, ignorance of the city's sustainable growth, excessive city land selling and transferring and immoderate commercialization of public products etc, have occurred.Mankind has entered into 21st century, both for developed countries and developing countries, the sustainable growth is a communal development strategy for any country to correctly handle and coordinate the interactions of population, resources, environment and economy. The city's sustainable growth is a significant degree in a country's implementing the sustainable growth, it is a crucial task in the city management and also an objective of the city operation. Thereafter, how to reconsider the urban management from angle of the sustainable growth to realize a wholesome and sustainable development of the urban management behavior, is a momentous practical issue.
