A Study On Financial Management Of Government Departments Under The New Financial System: Problems And Countermeasures

The financial management of government departments is an important part of public management, the strict execution of which will offer financial information, improve the efficiency of money utilization, restrain corruption, and enhance government macroeconomic regulation and control ability.In this thesis, I adopted the theories of public management and financial management, clarified the functions of financial management for government departments and the efficiency of the new financial system, analyzed the existing problems of the financial management of government departments under the new financial system, such as non-rationalized internal financial system, imperfect management regulation, weak information management, poor participation in budget management, ineffectiveness in fixed assets, insufficient opening of finance, non-standardized management of public funds, and lack of financial analysis. The following countermeasures were put forward: (1) enforcing accounting uniform calculation, (2) strengthening the construction of financial management regulations, (3) conducting informatization of financial management of government departments and reinforcing consciousness of participation in budget management, (4) improving fixed assets management, (5) putting into practice full disclosure and improving the management of public funds, (6) perfecting financial analysis.On improving fixed assets management, the thesis designed a set of management sheets by consulting enterprise method. On putting into practice full disclosure and improving the management of public funds, the thesis suggested that the total expenditure be controlled by the check of each sector's. On perfecting financial analysis, the thesis designed the contents such as object matter, basic requirement, detail methods and written request.
