With the coming time of the knowledge economy, qualified personnel play an even more and more important part in the management of the enterprises. No matter the enterprises are big, or medium and small, so long as they want to exist, and they want to develop themselves, they must have enough qualified personnel. Qualified personnel strategy has become the core of the enterprises development.Medium and small enterprises play a very important role in our national economy and social development. In a certain degree, they can create a tremendous influence on the prosperity and social stability in the area as well as the whole nation. It will help the medium and small enterprises to develop smoothly that they can take their own advantages to encourage the personnel in recruiting the personnel, keeping the personnel and making full use of the personnel. The staff's living will be steadily improved the realization of the goal set by the enterprises.This paper, based on the conclusion of the encouragement theories both at home and abroad, based on my personal career experiences, makes the analysis on the authentic proof of the encouragement and control systems of two medium and small enterprises. The paper raised some problems that should be paid attention through the enterprises'case analysis. Medium and small enterprises should pay enough attention to the establishment of different practical applied encouragement systems to managers, knowledgeable staff, mid-level managers besides they pay attention to the general enterprises applied encouragement principles. They should be noted to establish the long-term encouragement system based on the core property right encouragement by respecting the individual differences, strengthening the inner encouragement and establishing the enterprise culture. It will realize the staffs'self encouragement on the basis of the enterprises culture. Self encouragement is the most ideal state of staff's encouragement.
