Urban road is one of the most important infrastructures of city , but urban road congestion has becoming seriously day by day along with the increasingly rising of traffic requirement and the rapid growth of power-driven vehicles, and urban road traffic congestion toll is one of the measures for solving it.The thesis firstly analyses the cost and the causes of urban road congestion, expounds the measures for solving it, and conclude urban road traffic congestion toll is one of the selectable effective measures. Secondly analyses the economic principle of urban road traffic congestion toll, point out urban road traffic congestion toll is necessary and feasible sometimes. Thirdly analyses the opportunity selection and the space selection of the urban road traffic congestion toll, the thesis holds that a city implementing road traffic congestion toll weather or not should be discussed in the background of this city historical development, when city planning and urban traffic foundational facilities construction and city traffic management reaches certain standard, urban road traffic congestion toll can be carried out, and exemplify Shanghai city.
