A Study Of Farmers' Income Growth Of Hunan Province

Hunan is the typical large province of agriculture , agriculture, rural areas and farmers are of great importance in the social and economic development of Hunan. No farmers' well-off level of living standards, no well-off level of the people of the whole province. No modernization in the rural areas, no modernization of the whole province. There are the focal points and difficulty in rural areas during the construction of well-off society in HN province. How to raise the farmers' income is concerning the issue of social and economic development of HN province when we are building well-off society in all-round ways.Since reform and opening-up, the issue of the farmers' income growth has been experienced five stages as following: fast growth, low growth, steady growth, slow growth and high growth. At present, the agricultural development of HN province steps into a new period—construction of well-off society .In this period, our government should regard raising net incomes for rural residents as the central task and basic goal and should put it in the outstanding position of economic work. Though the income growth of rural residents of HN province faces outside and inside restraining factors, but there are some favorable factors also as following: 1, National economy continues keeping quick growth; 2 , The governments at all levels pay attention to this issue; 3, The construction pace of the infrastructure is accelerated; 4, The agricultural structural adjustment will bring the space to raising rural residents' income; 5, The scientific and technological progress promote farmers' income growth. Combining the reality of building well-off society of HN province, the author has proposed the following countermeasures and proposals to raising income of rural residents: 1, central and provincial government should increase input greatly; 2, farmers' burden should be lightened conscientiously; 3, central government should fully arouse the farmers' enthusiasm of self-employment and income growth and should advance coordinated reform actively. At the same time, governments at all levels should invigorate agricultural products circulation and strengthen socialized serve for agriculture. In brief ,we should play development in rural and urban areas as a whole through system innovation: 4, farmers' legitimate rights and interests should be safeguarded.
