Research On Performance Evaluation For Progress Of Science And Technology In Counties Of Zhe Jiang Province

As one of the important parts of provincial science and technology work, the county-level science and technology work is the key link of regional sci-tech innovation system. Evaluating the effect of scientific and technological progress scientifically and seasonably can increase the enthusiasm and activeness of local government carrying out sci-tech work. Because the former effect evaluation method doesn't meet the demands of comprehensiveness and innovation ability for county-level economic development, the evaluation system of county-level scientific and technological progress is presented in this paper. The main contents are list in the followings:In Chapter one, the background and importance of the research work are analyzed and the main purpose and contents are investigated, according to the basis of the review of the main contents and the present situation of county-level sci-tech effect evaluation, the analysis of the current situation of effect evaluation of domestic and foreign government and public departments, and to the analysis of effect evaluation methods.In Chapter two, the main methods are discussed for selecting evaluation index of reference investigation, Delphi, relative analysis, and co-operative excavation.In Chapter three, the effect evaluation system is established for county-level sci-tech progress, in which, the evaluation index is selected and established by using the methods of reference investigation, Delphi and co-operative excavation, and the link rules and index proportion are calculated by using the methods of expert evaluation and co-cooperative rule excavation.In Chapter four, according to the historical statistical data of sci-tech progress, the distribution, mean and standard deviation of the relative index of different counties...
