Study Of The Effect Of FDI On Enterprise Technology Progress Of Jilin Province

In modern world, the internationalization of economy has been becoming a trend; foreign direct investment (FDI) is becoming the basic way of mutual connection and dependency of all countries' economy in the internationalization process of economy. Under this situation, China has been making use of FDI (including direct investment from Hong Kong, Macao and Taiwan) for 20 years, and experiencing 5 periods of experiment, adjustment, growth, all-round development and heading for maturity, FDI has been the main form of using foreign capital and an indispensable variable in the economic development of our country.With moving into the period of maturity, more and more people pay close attention to the effect of FDI on the development of economy, science and technology in China. In recent years,much discussion has been developed about the advantages and disadvantages of FDI in our country. The public agreed on the tremendous achievement in using FDI, but the views about the effect of FDI on technology progress in our country are different, whether in theoretical field, business cycle or government departments. It is really a pity that the research works done lay particular emphasis on the surface and direct effect of FDI on the development of economy, science and technology, most on the positive effect. Theoretical research is not comprehensive, systematic and penetrative, has fell behind the practice of FDI. Research results on relationship between FDI and technology transfer and the effect of FDI on technology progress in our country are hardly found, moreover, these results are got by qualitative analysis. The dissertation involves in theories in economy, management science, FDI, technology transfer and technology progress and so on, is a research extending across many branches of learning.'At the same time, it employs much investigation data and statistical data, is also an empirical study.In theoretical research, I find the following facts by inspecting, analyzing and studying: the existed theories about FDI are mainly used to explain the phenomenon of FDI and its causes, and to direct the international business activities, do not explain the effect of FDI on technology progress by transferring elements such as technology, money, management experience etc.. (2) The current theories about technology transfer and technology progress seldom touch upon the relationship between FDI and technology transfer and technology progress in our country. FDI activities in recent years make some Western scholars analyze the effect of FDI in some host countries. Some researchers study the effect from the angle of technology transfer. But these researches are scattered and do not form systematic theoretical results.In view of the above, on the basis of theoretical study, For the study on technology progress appraisal theory, the emphasis is upon micro-system of production (enterprise), aiming to form an organic system of technology progress appraisal theory for appraising enterprise, and to provide analysis tool for the latter empirical study.In empirical study, I inspect the development career and situation about FDI in China at first and then engage in empirical study on the real effect of FDI-on the technology progress in our country from different angles. The technical efficiency of FDI enterprises is appraised by using technology innovation investigation data in Jilin and C2GS2 model of DEA theory. The conclusion is that the technical efficiency of FDI enterprises is overall higher than the domestic and much higher than the state-owned. This shows that FDI enterprises bring technology of higher level and the technology is brought into play effectively. But we should notice the unbalance in technology in different industrial fields, the technology brought in some industrial departments is limited.In view of the above study, I give the following comprehensive appraisal of real effect of FDI on industrial technology progress in our country: FDI, as a special international business resource, is being used to promote our country's economy. FDI enterprises have become an important force in the development of our country's economy. However, we pay more attention to the monetary function of FDI in practice, and put undue stress on the positive action of the monetary function on the economic increase in our country, ignore the function of technical change and technology progress of FDI in the economic development of our country. The empirical study shows that although FDI brings some advanced technology and management experience, makes general industrial technology level higher and plays a role to a certain extent and a certain range in promoting the technology progress in our country, overall, the real effect of FDI is not ideal. We can only take advantage of the technology progress function of FDI technology transfer system to push the aim and direction we expected, i.e., to promote technology progress in our country. In connection with the effect of FDI on technology progress in our country being not ideal and the problems existed, I analyze the reasons and raise corresponding countermeasures at last.
