Study On Early-warning Management In Scene Spots

In the process of realizing their goals, the scene spots always meet some unexpected things, which fail their dreams, even end it's existence. Crisis exists everywhere, the factors which caused the crisis of the scene spots is complicated. The reasons which we cannot overlook are that they do not have enough good preparation. For example, they lacked the effective management on crisis early-warning, and they cannot have enough ability to co-ordinate the change between the inner and outer of the environment, so that they did not find the flaw until the crisis broken out, but it is too late. The management on crisis early-warning is a measure which improved the limits of the traditional theory on management, based on the theory on crisis management, the theory on early-warning management and the theory on system. It's aim is that keeping scene spots in order and avoiding the crisis through preventing the factors which causing the crisis from sprouting and developing. The system of management on crisis early-warning is operated by four"phases": the system of crisis monitoring; the system of crisis testing; the system of forecasting; the system of crisis precaution, but the system of management on crisis precaution is not a whole one which is made up with simply the above four factors, but an organic whole according to the time turn. The system of management on crisis early-warning at first get information through the monitoring system, then forecast the crisis degree, report the crisis, and at last give a suggestion on how to forecast and control the crisis and point out some ways on modifying the inner and outer environment in order to help the leader of the scene spot to make decisions.Facing the current crisis, what the author did is to put forward a comparatively perfect managing method, if this attempt successes, at least we can learn some knowledge on how to solve the actual problems in scene spots.
