First of all, the paper recommends the development and main existing problems of domestic tourism in brief. The problems mainly include the failure of market and the failure of government. Then it makes a brief introduction about the meaning and function of the three kinds of economic perpetrator's economic behaviors in the tourism economic activities of our country. After that, on the basis of cost theory and game theory, we analyze the transaction costs of the specific economic perpetrator joining in the tourism economic activities, which lay the foundation for establishing game model. The important analysis lie in the fourth part, it analyzes the cause of the problem in the tourism economy and the specific theoretical solution by way of setting up game model among the three economic perpetrators, such as tour operators and travelers, tour operators and government management, tourism enterprises and so on. At last we conclude that, in order to achieve the smooth functioning of our tourism business market, we need to strengthen the research on the traveling resource valuation and the definition of the initial property theory, and define the powers and responsibilities of the development issues. At the same time, guided by the law of the market economy, our government should increase its environment and financial support of the tourism enterprises, enhance their profitability and weaken the external economic "spillover effects", in order to lay a good foundation for participation in international competition. Finally we should perfect the laws and regulations of the tourism economy, follow the path of sustainable development, and significantly enhance our overall competitiveness of the tourism economy, implement the "win-win" strategy so as to increase national income and fully realize the harmonious development among the human, nature and society.
