The fast development of small- and medium-sized enterprises has become a highlight in Chinese economy. Meanwhile, problems related to defect in management are commonly occurred in these enterprises, such as incompletion of institutions, centralization of power, ambiguousness of key functions, difficulties in communication and cooperation, etc. But most of all, the problem which should be solved first is the one about the elites in enterprises. Elites play an important role in the survival and development of small- and medium-sized enterprises. Relying on their fame and strength large enterprises can attract various elites, while the small- and medium-sized enterprises, restricted to their limit resources, have to make more efforts on how to attract elites and make them give a full rein. With the expansion of enterprise, small- and medium-sized enterprises are stepping into standardization, but the flexibility and ability of quick response should be kept even before that happens, due to the complicated economical environment. Since small- and medium-sized enterprises have a lot in common in the mode of establishment, running mechanism, and current problems they face, it is believed that through the case study of Enterprise H we could figure out problems of management in human resource which are commonly existed in this kind of enterprises, and try to carry out solutions.Based on the above thoughts, this paper begins with the introduction of environment of IT industry in China, then clarifies the research problem - testing of performance of Enterprise H, with accordance to analysis of the current situation of Enterprise H. Thirdly, with the help of related theories of human resource, the author presents a basic idea and a method of testing performance of Enterprise H, and constitute an advising system, so as to improve the management of human resource and ensure the harmony of staff and the enterprise. Finally, the author hopes the idea and the method of testing performance illustrated in the paper could have some referential and practical value to the management of human resource in small- and medium-sized enterprises of IT industry.
