Starting with the significance and objective of the application of online charging data collection and processing system in telecommunication industry, this thesis analyzes the necessity of improving conventional data collection system. Further analyses are carried out to evaluate the improvement and implementation of this system using SWOT analysis and PEST analysis methods. It is proved that the application of online charging data collection and procession system in industry can achieve higher performance efficiency, bring better service standard, minimize operation cost and improve quality of customer service. It is showed that the improvement on conventional system can increase the in-time efficiency and veracity of enterprise revenue statistical data. By use of this system improvement, preparations can also be made for real-time charging and local per-bill charging in the telecommunication industry later. This thesis also analyzes the design and application of this system and presents the flowchart of the collected charging data post-processing. Improvement on the data-processing speed of the computer-supported network is made to optimize the application of this system. The network bandwidths between the city and county companies are increased and the network routes between the city and province companies are optimized, which made good preparations for the lumped charging plan throughout the whole province in 2006. The application of this data collection and processing system in the China Network Communications (Group) Corporation LTD. Weifang Branch is briefly introduced and suggestions are made on the system improvement in future research. After the realization of an intelligent fixed-line telephone network, the charging data can be picked up directly from the four urban tandem bureaus. The hence-collected data includes the detailed local bill, which will meet the need of future per-bill charging system. The homogeneous properties of the switching PC, the same interface protocols of the collecting system and the normalized format of the charging bill can provide much better original data for the proposed charging system.
