Followed by the rapid growth of new technology and continuous update of the customers' requests, the nowaday meaning of telecommunication services has experienced its historical change. Whatever the traditional telecommunication industry delegated by the telephone set, or the IT industry delegated by the internet, even the entertainment broadcasting industry delegated by the television, wherever from the services aspect, or from network field which bearing those services, their merging are speeding up more faster than ever. The telecommunication industry is experiencing its breaking period for a new era containing both tremendous commercial opportunities and high risks.In order to respond the change internally and externally, each telecommunication carrier explores positively through observing the challenges and chances of developments, and aims to be a new multipurpose information services provider. In this process, it is meaningful to study the strategy shift module; to configure reasonable core resources; to enhance core competitive capability; to obtain long-term continuous growth.This article is base on the theory of strategy management, from macro to micro, from outside to inside, trying to dig up the nowaday national carriers' strategy shifts by analyzing on PEST macro environment analyzer and industry environment analyzer, to explore the opportunities and threats from mass political, economic, social and technological environment aspects. Then proceed to the next step, the basic meaning of the telecommunication carriers' strategy shifts and also the main target and general principles of shift implement. Through the actual analysis of Kodak, Nokia, Westinghouse, IKEA and West Publishing, we got a result of "corporation shift is not an alternative, but destined as a strategy".Because the essence of carriers' strategy shifts involving the entire change, we need to plan as a whole and design in all directions. Among them, the shifts of products and services are going to be the most fundamental driving force based on the update of network and technology, assured by the change of organization, structure, corporation culture and common sense, and how corporation survive continuously. For this reason, we analyze on the basis of the above aspects and investigate on those telecommunication hot spots like product design, service modules and customer segmentation for ICT.At the same time, accompanied the 3G license granting, the 4 major telecommunication carriers become multipurpose information services providers that will trigger a big change in China telecommunication industry field. In the final stage, we make some suggestions on the strategy shifts after obtaining the mobile telecommunication-operating license.
