The Research On The Occupational Health And Safety Management System Of The No.222 Factory Of China Nuclear Engineering Group Corporation

Currently, science and technology are progressing by leaps and bounds and various industries are growing fast, which has brought about a very serious situation of the global occupational health. How to reduce or even eliminate the risk through strengthening management to realize occupational health and safety is a subject discussed by numerous domestic and overseas enterprises, it is also a big issue to be solved by the No. 222 Factory of China Nuclear Engineering Group Corporation.This article begins with the research on the occupational health and safety management mode of No.222 Factory. It covers the in-depth analysis and research on the history of occupational health and safety management, the external conditions, internal resources, abilities and the characteristics of the nuclear industry with the No. 222 Factory; guided by occupational health and safety management principle and related scientific theories, and drawing on the experiences from both home and abroad, the author has constructed a new-type, scientific, well-founded and effective modern occupational health and safety management mode which is suitable for the No. 222 Factory, the article also includes the scientific design of the occupational health and safety management system of the No. 222 Factory. In addition, by taking the implementation of the new-type management system into full consideration, the author has suggested the construction steps and potential problems and specific plan to ensure the normal and smooth operation of the system. The author has also conducted rational analysis and all-round evaluation on the suitability, sufficiency, effectiveness, maneuverability and sustainability of the whole system.Research result indicates that the POLCA management mode adopted by the occupational health and safety management system of the No. 222 Factory expresses the management idea of continuous improvement and screw type rise, and it integrates the management style of scientific style, standardization and institutionalization, especially, the author emphasizes the leaders' roles(commanding, coordinating and inspiring) during management, which can effective solve the big problems in implementation. The occupational health and safety management system suggested in this article is advanced, scientific, effective and accordant to the development needs of the No. 222 Factory. The characteristics and management mode, which are unique and different from others, can be recommended as a management model to other enterprises.
