The governors of the different layers and different posts play different roles in the organization the movement. The intermediate governors in the central layer are the main force of the business enterprise, undertaking the function of decision-making, strategic performance and the communication of the basic level management and decision layer. Their job is considered as a connecting link and, as well as having the characteristics of taking charge of a department alone. They are business strategic performers, and the enterprise tactics decision-makers as well. Furthermore, the intermediate governors build the bridge between the higher governors and the grass roots.Since currently the intermediate managers of the postal service business are all promoted from the grass-roots or the technical personnel, they lack the management ability, method, and valid performance ability. As a result, in the process of strategy performance, the standard tends to become lower gradually, deviating from the original level, or they can't complete the mission in valid time. There exists other problems such as lower and lower policy-making force, jobs with impressive beginning and poor ending, and having no result etc. Lake of ability of intermediate governors will make the successful development of the business enterprise become mirage. However, most postal service business enterprises lack valid management and encouragement mechanism for them. |
