Research On Provision System Of Rural Public Goods

China is a large agricultural country, which has 8 hundred millions peasants. As many countries, China gathered a lot of money from rural and peasants to develop industries and cities in the early days of built. So the gap between city and rural become much larger and the problems relation with rural, peasant, agriculture is more serious than before, which affected the step to develop modernization and build prosperous, harmonious society. How to solve the problem becomes the most important historical mission in the 21st century. The supplies of rural public goods, which are one of the factors related with the development of rural, peasant, agriculture, are seemed to be more impossible in the new era. But there are many problems about the supplies of rural public goods at present, and hindered the progress of rural. So it is beneficial of theory and practice to deeply study the present situation on the provisions of rural public goods and to look for the way to improve it.This thesis is directed by Marx's dialectic and materialistic creed and historic and materialistic creed, and makes use of method of criterion and demonstration, method of comparison, and method of analyzing cases, and tries to analyze systematically the problems existing in the supplies of rural public goods. The main content of this paper includes six parts.The first part includes the offering of questions, the summarizing of the present research, the method of researching, the structure of the paper, the main creation, the shortcoming of research.The second part sets forth the theory foundation of the supplies of rural public goods, be clear about the definition, and determine the scope of the rural public goods of research.The third part reviews the present system of rural public goods. Firstly the author analyzed the special feature of the system before and after the tax-fee reform, and draws a conclusion that tax-fee cannot improve the system in essence.
