Poverty problem is a big issue in China. Although China spends much money and tries many ways to facilitate the process of poverty reduction each year, no great improvement is being seen in western China. Especially in Inner Mongolia, the pace of the resolution of the poverty problem goes very slowly, almost at a sluggish state of late years. It is considered primarily due to the inconvenient traffic, acid climate and water scarcity.Currently, totally 50 prefectures in Inner Mongolia are assessed to be living below the poverty line, among which 31 are evaluated by the center government and 19 by the provincial government. The poverty counties almost account for 50% of Inner Mongolia's counties. Thus, to find more efficient ways of resolving Inner Mongolia's poverty problem is an urgent subject for researchers.Under this consideration, the author made a thorough and deep research on the poverty problem in Helinger, which was ever one of the most poverty-stricken counties located in the middle Inner Mongolia and now has achieved a rather better result in poverty reduction, compared to other regions. Based on a comprehensive investigation in Helinger, the author analyzed Helinger's pattern of poverty reduction and tried to explain why the poverty problem there could be resolved in an efficient way. Additionally, the author also pointed some imperfect places for the county's poverty reduction policies.By this research, the author not only attempted to find some new ideas for the resolution of poverty problem, but also tried to offer a train of thought for the governmental officials and researchers so as to promote the regional economics.
