In 1970s~1980s, some developing countries tried to pattern themselves upon the silicon valley to develop high-new-tech industry. Zhongguancun is the pioneer in stimulating the industrialization of high-tech in China. More than 25 years later, Zhongguancun hasn't attained the strategic goal of "the Chinese silicon valley" , even has not reached the levels of other developing countries'high-tech industrial development zones which were founded at the same period. What has happened after "The silicon valley pattern" landed on Zhongguancun? How has Zhongguancun developed in the past 25 years ?The paper, begining with the value of"Silicon Valley pattern", points out"Silicon Valley pattern"is a historical concept. Its essence is an institutional setting to ensure the area keeping continuous creativeness under the resultant force of productivity and market mechanism.After compared with Hsinchu Industrial region and Bangalore Hi-new-tech development area, the article summarizes that when the government establishes High-new-tech areas we should pay attention to focusing on planning and service functions, cultivating core competitive ability from the low level of the industrial chain. The paper analyzes the development course of Zhongguancun in the past 25 years, discussing the turn points of Zhongguancun: "technology diffusion" - "Study, Trade, Industry and Education" - "technology incubation and radiation". The experiences of Zhongguancun to promote high-tech industry according to the "Silicon Valley model" have inspired meanings to other developing countries to choose their paths of high-tech industrial development.
