In the background of global economy,with the constant innovation of Chinese economic structure and the speedy development of market economy especially after china's entry of WTO, China's bank industry innovation is speeduping,and finally will combine with international bank industry.In this environment, the outer condition, management and function of China's bank industry have been changing enormously. These changes express at following aspects: the outer condition of bank industry will be more complex and polytropic, the banking market structure will change from monopolization to monopolistic competition; the banking management and management structure is combining with international bank industry, state–owned bank is speeduping the innovation from state owned system to shareholding system, and Joint– stock banks are improving their management by introducing into foreign strategic investers; the banking fuctions is to perfect,and banking business is conversing from traditional banking things to all-powerful banking things. In this new situation, as the pioneer of China's financal system innovation, Joint–stock banks have to face the holden superiority of state–owned banks and the entry threaten of foreign banks, just like been besieged by national and foreign competitors.It has beccome a urgent problem to be soloved how can Joint– stock banks keep stabilization and keep their competitive advantage in the coming aboil competition.Since the 60's of last century,the western commercial bank's management experience have proved that strategy management of banking can elude risk in banking business effectively, keep kernel competitive sbility, and acquire competitive advantage.This article studys and analyzes the macroscopical environment, the industry environment and inter condition of SPDB of Chongqing Branch. The author make use of SWOT analytical method, 5 factors model and vaule chain model synthetically,sum up the superioty, weakness, opportunity and threaten of SPDB of Chongqing Branch. Whit the help of these results, the author gives some suggestion on the development strategy and strategy operation.
