As the Automobile Industry Link is so wide, and have so significant an effect on pushing the development of the economy, that our country has given much support to develop it. The automobile industry has been one of the most marketable industries, and now the competition is very drastic. Shaanxi Heavy Duty Automobile Co., Ltd developed rapidly under the competition and has been one of the China top 500 enterprises and listed at 39 place of the China top mechanical enterprises. To attract and remain person with ability, improve the management level, gain and keep the competition advance, we must improve the unadvanced performance management system.This article summarized the related theories of performance management system, discussed the connections and differences of performance checking and performance management, and detailedly introduced the Management by objectives and key performance index management and so on. This has built the theories basement for designing the performance management based on the target management.By analyzing the performance management status and the problems existed in the enterprise, according to the performance plan, performance plan application management, performance estimate, performance diagnosis and feedback, the implement of the performance estimate result and performance information collection and disposal, this article has designed the performance management system based on the target management in a systemic view. It has designed a performance checking and application system mainly by positive prompting and causally use the lowliest place elimination method. It has set up the performance checking mark accumulation system, in this system, all the promotion of salary and duty are based on the mark accumulated, in this way, and all workers have opportunities to gain promotion. It also has built up the human resource information management system, to permit that all the performance checking information will be dealed with timely and exactly.To let the performance checking and application system more effective and scientific, the article has designed many series and ranks promotion channels, the number of duty rank has increased from 4 to 6.The promotion channels cover from 40% of staffs to 90% of them.
