Since the beginning of the new century, with drastic change of the enterprise internal and external environment, Corporate Strategic Management requires more on human resource management, and human resource programming is merged with Human Resource Strategy by degree. And then the strategic position of HR was demonstrated. The theory and practice about HR Continues to gain new development.As the source of human resource management, human resource programming and Human Resource Strategy are becoming core problems of business administration.This paper took the management work of Baotashan Corporation as an example. And it also carries on the summary of research present situation on human resources management and the human resources both in the domestic and foreign. According to the historical data sample of Baotashan Corporation human resources management, it was subject to the theory of human resource programming and much human resource forecast methods, adopted qualitative and quantitative methods, made statistic and analysis on the current situation and problems of Baotashan Company's human resource aimed at its principal activities. This paper is base on strategic human resource management, process human resource management and results-oriented human resource management system as indicators. It did system analysis on by Analytic Hierarchy Process and Fuzzy evaluation of Systems Engineering human resource management, forecasted company's output by Grey Forecasting Model. Based on it, this paper predicted Human resources total demand of Baotashan according to Ratio Analysis, forecasted enterprise human resources supply by Markov matrix. It also put forward the future human resources planning scheme of Baotashan based on its development planning, proposed supporting measures on account of the implementation of Human resources programming. It guaranteed programming effective implementation which had the reference value to the company human resources management.
