Study On Urban Land Scale Control And Spatial Distribution Based On Land Use Planning

Being the most profound influenced land use type by human, urban land directly relate to population, economy, society, resources and environment coordinated development. Since implement of the reform and opening up policy, China's urbanization is speeding up, urban land scale takes on a bigger and faster trend step by step under the influence of many factors. With the development of economy and urban population expanding, city contradiction between human and land becomes sharper, waste of land resources, production ability decline and ecological environment deterioration result from irrational use of land resources. We see land resources planning are necessary to keep the land resources efficient and sustainable and coordinate the contradiction within the city. By temporal and spatial reasonable using and managing of the land resources, and reasonable distribution of land in each national economic department, we can formulate optimal land use plan, improve the land utilization and land productivity, thus to obtain the biggest economic benefits, social benefit and the ecological environment benefit, then we protect the land resources to achieve the purpose of sustainable utilization of land resources in the long run.With the implementation of Guanzhong-Tanshui economic zone development plan, the regional strategic position of Tianshui will be increased greatly which is gradually built as the"stronger urban center city of the southeast part in Gansu, west important growth pole of Guanzhong-Tanshui economic zone, the western equipment manufacturing industry gathered city and the center of economy, culture, trade, modern logistics in the southeast part in Gansu". In this context, the economy developed rapidly and the demand for non-agricultural land increased sharply in Tianshui, but the urban per capita land is especially scarce, and the reserve land resource is limit with the contradictions between various types of land, all the reasons lead to increasingly prominent contradiction between human and land resources. Therefore, to do a research about city land size and layout based on land use planning makes important significance of ensuring the sustainable utilization of land resources and strengthening the ecological environment construction. The article firstly analyzes the urban land use status in Tianshui, including analysis on motives, direction, mode, speed, structure and benefit of urban land use expansion, then comes out the characters and problems. Besides, taking urban population and land use scale from 1995 to 2005 as basic data and taking relevant theory about regional economic, urban land use scale and sustainable development idea as the theory basis, and with the mathematical statistics software to research the urban population and land use scale during the study period(2006~2020) in Tianshui. Combining with the relevant urban land use planning regulations and according to the principle of urban land use scale control, this paper finally determines the urban rational land use scale in the planning period. Meanwhile, the paper gives some suggestions about city function layout based on research above, makes a presupposition of actively developing all the relative advantages between functional parts in Tianshui, thus to promote the city being coordinated and cohesive with economic development in Tianshui.
