Coal has been China's main energy resource, and irreplaceable,which accounts for the proportion of 70% in the one-time energy consumption and production structures. In recent years, with the rapid economic growth of our society, the coal industry has also been considerable development. As an important component of the coal industry, coal enterprises usher the great development of strategic opportunities, also face challenges of fierce resources competition, non-standard market, high safe pressure, homogenization of management. Coal enterprises need to seize the strategic opportunities and overcome challenges, which should study how to construct a highly-efficient and greatly-adaptive operational strategy decision-making system to avoid risks and improve business performance. Based on this background, and on the basis of systematic review about related research at home and abroad , from the perspective of a resource-based view, the paper incorporates coal enterprises'structural decisions , basic decisions and business performance into a unified framework, then studies these decisions affect business performance. In view of these, and makes the following main results:(1) Combined with the characteristics of operation in the large coal enterprises, the paper analyzes the relationship between 4 dimensions of production capacity, technology and equipment, supply network, human resources management and business performance, then builds the conceptual model framework of a strategic operations management decisions on the business performance in the large coal enterprises.(2) Path relationships about strategic operations management decisions on the business performance in large coal enterprises and 15 relations hypotheses are proposed. On the basis of research results in other industries at home and abroad, related to suggestions from the experts in coal industry, the paper designs the operating variables about strategic operations management decisions and business performance in coal enterprises.(3)The paper verifies the proposed hypotheses by using structural equation modeling (SEM). The results provide the theoretical reference for China's coal enterprises to develop operations strategy, then bring forward corresponding suggestions.The above results supplement the lack of relevant theories on operation management in China's coal enterprises, and provides theoretical guidance and decision basis for the coal enterprises to improve business performance and competitive advantage, ultimately achieves sustainable development.
