| Currently, along with the housing reform unceasingly and thoroughly in China, theinvestment in real estates has presented a strong rising in recent years. In addition, thehousing consumption credit has also entered a time of unprecedented fast developmentwhich will have improved resident's housing conditions to the greatest extent. Butbecause the great demand for housing in China, it is not feasible to depend merely uponthe housing consumption credit operation to solve the accommodation. In suchcondition, the housing property guarantee system which could provide the financingguarantee service for the low income earners, strengthen loan enthusiasm of the loancompany, and alleviate the bank credit risk effectively simultaneously, can help toachieve"the tenant had its own room"goal to the low income earners.In this context, the research on construction of housing property guarantee system inChina and the risk management has been conducted as the topic in the paper, throughsearching into the guarantee function mechanism as well as analysis on existenceproblems in system, the author has proposed housing property guarantee system'spolicy suggestion profitting from the international experience that consummates to ours.In conclusion, the main content of the paper can be divided into four parts:The first part: The housing property guarantee function mechanism has been establishedthrough individual mortgage guarantee financing mathematical parsing process, obtainsthe credit guarantee to be possible to revise between the borrower and the bank information asymmetry, which can not only reduce the bank credit risk, but also boosthousing ability of the mid and low earning community.The second part: Carrying on the analysis to the problems in housing property guaranteesystem which are presented in the developing process.
