Study On Performance Effect And Improving Solutions Of Agricultural Finance Fund In Guzhou

In Guizhou, there existes big proportion of the rural population, large mountainous regions and small plain areas, much less annual cultivated land, backward conditions of agricultural production in material and technology, frequent occurrence and severe destruction of natural disasters. Therefore, the level of annual per capita net income of Guizhou rural residents is comparatively low, and Guihzou becomes one of most underdeveloped provinces in western China. Since the establishment of new China, the support and protection of government finance are still very important powers that promote the development of Guizhou rural and agricultural economy. But because the lack of scientific plan and management for Guizhou agricultural finance fund, the level of Guizhou agricultural finance fund performance is comparatively low. In the new times, it is very valuable for the sustainded, rapid and sound development of Guizhou rural and agricultural economy to study about Guizhou agricultural finance fund performance, find out existing problems and then put forward some improving solutions and suggestions.Firstly, this paper analyses and sorts out relating theory about fiscal expenditure for agriculture, defines the basic concepts of fiscal agricultural expenditure and its disposing performance, and then decides the scope of this research. Secondly, according to the characteristics of Guizhou agricultural development, this paper analyses the status of Guizhou fiscal agricultural expenditure in quantity and structure, discusses the effect that fiscal agricultural expenditure takes on social and economical development in Guizhou, and then explores facing difficulties of Guizhou agricultural development. Thirdly, using methods about linear regression analysis and efficiency indicator analysis, this paper analyzes the allocation on fiscal fund for assisting agriculture in Guizhou Province, and then the research shows that its allocation on fiscal fund for assisting agriculture promotes development of Guizhou agricultural and rural social economy to some extent, but the total amount of fund input and the benefit of structure allocation are low, which can not play the role of promoting agriculture. In the process of further reseaech, this paper finds the reasons why the level of Guizhou agricultural finance fund performance is lower are that there are following problems existing in Guizhou agricultural finance fund disposition: the proportion of fiscal expenditure for agriculture in total fiscal expenditure in Guizhou is lower, the function of public finance runs not well in rural area; the disposition of agricultural finance fund in structure is not reasonable; the responsibility for financial expenditure don't match its financial capability in units at county and town level; the function of management and supervisrion of Guizhou agricultural finance fund runs feebly, the way using the funds lacks flexibility and its leading function also runs weakly, etc. Finally, this paper puts forward some solutions and suggestions to improve the performance effect of the agricultural finance fund in Guizhou, and then gives a summary about the research.By analysing the status of the alloation on Guizhou fiscal fund for assisting agriculture, the research showes that, in the quantity scope, the absolute scale of fiscal agricultural expenditure enlarges year by year in total, but the relative scale fluctuates and trends totally downwards. So the relative scale of Guizhou fiscal agricultural expenditure needs to be enlarged. And in the structure scope, the proportion of expenditure for supporting rural production and operating expenses of the agricultural departments is much bigger than others and rises rapidly, the proportion of the farmland capital construction disbursement fluctuates obviously and appears very instable, the proportion of financial expenditure for agricultural science and technology is comparatively small, so as to the financial rural relief disbursement, the proportion of the financial rural relief disbursement is the smallest of all and trends totally downwards. The disposition of Guizhou agricultural finance fund in structure is not reasonable and needs to be improved and optimized.By analysing the performance effect of the alloation on Guizhou fiscal fund for assisting agriculture, the research showes that, in the scope of the total amout of fund input, the level of agricultural finance fund expenditure contributing agricultural development is comparatively low, and far lower than the average of the whole country, the the performance effect of the alloation on Guizhou fiscal fund for assisting agriculture is not very well. And in the scope of structure allocation, the expenditure for supporting rural production and operating expenses of the agricultural departments and the financial rural relief disbursement promot increasing peasants'income, but the contributing level is not high. The financial expenditure for agricultural science and technology can contribute increasing peasants'income in postponed following years. And the farmland capital construction disbursement can't contribute to increase peasants'income, on the contrary, its T-statistic value is a negative number, it probably can obstruct increasing peasants'income.Guizihou province should improve rural public finance system to build pluralistic investment pattern on agriculture as soon as possible, and steadily increase the amout of fiscal fund supporting agricultural development; set key investment scientifically to optimize expenditure structure on the fund for assisting agriculture; improve the method of using the fund for assisting agriculture, play the role of its driving function to guide banking institution to increase agricultural credit, attract private capital to invest agriculture, impell to build agricultural insurance system, at the same time, increase management and supervision on the fiscal fund for assisting agriculture to solve their low allocation performance.
