Technological talents are the backbone of the enterprise development. Based on thisbackground, combined with the actual of TH Research Institute, this paper establishedtechnological talents evaluation system for TH Research Institute.First of all,this paper accessed a large number of literature, read the relevant theories oftalent assessment, and fully analyzed domestic and foreign research situation about talentassessment, learning their experience. It is the foundation of the research. Secondly, wemainly used statistical survey research methods and on-the-spot survey research methods,conducted investigations into practice. Through questionnaire survey, discussion, etc, we fullyunderstanded the status of technological talents evaluation in TH Research Institute.We alsoanalyzed synthetically the problems in the evaluation, mainly included that the setting ofindex and weight was unreasonable, assessment methods owed perfect, the examination cyclewas frequent, the effect of examination results was not significant, professional evaluationtool was lacking. Thirdly, combined with the actual of technological talents in the ResearchInstitute, we analyzed the composition of technological talents evaluation system of THinstitute, divided technological talents into professional and technical leaders and skilledtalents.Then, we designed evaluation indexs system, standards system respectively for thesetwo types of technological talents and used Analytic Hierarchy Process (AHP) to set indexweight. Fourthly, this paper adopted Fuzzy Comprehensive Evaluation Method and ElementWeighting Method to establish the mathematical model, and put it into pratice. Throughanalyzing,we found that the assessment results conformed to the actual performance of thetalents.It confirmed that the established talent assessment system was practical. Fifthly, we putforward the organization and implementation of talent assessment system, includingassessment procedure, assessment cycle and eligible people, and clarified supportingmeasures to perfect evaluation system, including strengthening evaluation systemdynamically,improving the incentive mechanism, implementing technological talentsassessment training, establishing appeal system.
