| This paper, which is under the direction of"The Scientific Outlook on Development"and using the basic theoretical methods of development strategy for regional economy, multi-objective decision and strategic management, analyses the development foundation, advantages and problems of Heze in current time from three aspects, that is, economic development, people's well-being and political construction. Under the principles of advancement, development, systematicness and regionalism, this paper draws up an initial strategic objective of Heze's development in the following five years or even a longer period. This objective, which is under the guidance of the overall goal of"Heze's construction into a highly developed scientific city in the area in between Lu, Su, Yu, Wan", covers seven areas: industry, urbanization, modern agriculture, shift of development mode, service industry, social undertakings and improvement of people's life. It gradually forms a scientific and complete system. Centering on this objective, this paper points out seven top tasks: greatly accelerating industrialization, speeding up urbanization, developing modern agriculture, shifting development mode, prospering service industry, advancing social undertakings and improving people's well-being. Furthermore, it puts forward the following five safeguard measures in order to ensure the realization of this objective: establishing and perfecting the scientific development system, optimizing the economic environment, fully improving people's quality, strengthening leading group construction and maintaining a harmonious and stable society. |
