Multiple objective group decision-making is one of the activest fields in the operation research and management research. Not only applied in economy, it is applied in military more widely. The finite projects multiple objective group decision-making is contact with the practical problem closer, so the aim of this thesis is to study finite projects multiple objective group decision-making method and its application in military filed.Firstly, this thesis discusses cardinal ranking method for the finite projects multiple objective group decision-making problem. This thesis gives one weight called decision-make weight, which is used to show the effect degree of each decision-maker's judgments. The weight is used to deal with multi-decision-maker AHP. Based on weighted addition method and the decision-make weight, single decision-maker's judgments can be aggregated to a group judgment. As for the practice application of cone ratio DEA, a concrete multiple decision-maker's constitute method of the cone ratio is given. The method can not only show decision-maker's preference but also be easy to put into practice.Secondly, as regards ordinal ranking method, this thesis mostly studies N-dimension footmark-selecting location. Against the localization of the basic N-dimension footmark-selecting location, an extend N-dimension footmark-selecting location method is given. This method can deal with the non-difference projects order problem which can't be solved before.Thirdly, the problem of multiple attributes group decision-making with decision matrix described by fuzzy linguistics is studied. In order to solve the problem, the thesis presents a method. The thesis applies triangular fuzzy numbers to describe the judgments of the projects given by fuzzy linguistics. By TOPSIS of triangular fuzzy numbers, single decision-maker's order for the projects is obtained. Then these decision-maker's orders are aggregated into a compromise group decision which is the most acceptable for the whole group.In the end, based on the choice problem of the best military scientific research unit, this thesis estimates the scientific research and administration management of every unit by applying the Group-AHP, cone ratio DEA, N-dimension footmark-selecting location method and so on. Then through those results of the estimation and decision-maker's preference, the best unit can be chosen. This example is given to illustrate those methods are useful and efficient.
