With recent development of power loads in Xinyang and the report of the eleventh five-year power network plan and prospect in 2015, loads in this supply area are forecasted to be 1416 MW in 2010. The above power transmission and transformation construct is the pivot of 220 kV ring network power supply in Xinyang district, which ensures the supply security and improves the secure supply to a higher grade.Power transform substations are one of the most important parts of power systems, and their functions are to distribute, to dispatch, to transmit and control power energy. Building high quality substation is crucial for the implement of these functions. Therefore, substation construct is significant in power system construct. The quality of substation determines the economy, security and reliability, and affects the stable operation of the entire power system. As the most important step in management of substation project under construction, quality control has a direct effect on the progress, cost and enterprise competitiveness. To reach the object that substation operates with security, high quality, efficiency and zero defects, the quality should be strictly monitored at every step such as project plan, design, construction process and project assessment and acceptance.At the beginning, this paper introduces the reason that we monitor power substation quality and compares the existing quality control theories considering the characteristics of power construction project. Then the usual statistical methods in substation construction management are analyzed. After the contents of in-process quality control are described in detail, the methods to strengthen in-process quality control are presented. To obtain higher quality of substation, the methods to control substation construction quality are analyzed, which include conventional statistical method and fuzzy comprehensive evaluation method. At last, the summary and scope on the control method of substation construction quality are provided. |
