Study On Communication Management In Government Procurement Information System Project

Project management as an advanced theory tool of management, has been widely used in the information system development projects and many other areas. Communication management is one of the nine knowledge areas of project management, and also has its important role and significance in the overall project management.Government procurement, is for all levels of government and its organs to carry out the daily administrative activities or the provision of public services for the needs of the public or government regulation as a policy tool for economic, financial, under the supervision of a statutory approach methods and procedures, on the goods, works or services purchased. In China, government procurement is a new thing, but its development is very fast. In 1995, the Shanghai municipal government made the first trial in the domestic government procurement. In 1999, the government procurement center of Shanghai municipality was formally established. In 1999, the government procurement center of Shanghai municipality's government procurement amount was just more than 400 million yuan, in 2008 it has grown to more than 10 billion yuan. The administrative office of the state council issued the No.35 document in 2009, called for further promoting e-government procurement, and strengthen government procurement of information technology, so the government procurement information system is in full swing.In this backdrop, the government procurement center of Shanghai municipality is starting the building of SHGPMIS Version2.0. As a large-scale government procurement information system development projects, SHGPMIS Version2.0 has considerable difficulty and complexity. As the special nature of government procurement work itself, the parties involved in all aspects of the large number of projects the government procurement information system development projects involve many stakeholders, so the project communication management is particularly important, while the complexity and difficulty of project communication management was quite large.In this paper, the theory of project management and communication based on the research methods, and the confrontation of the Shanghai municipal government procurement center in the past two information system development projects - SHGPMIS Version1.0 and the Online Bidding System - in the presence of communication problems to illustrate the importance of communication management, and then based on the actual item for SHGPMIS Version2.0, the paper offers a variety of main meeting, a written report to file supplement, and to various other means of communication to supplement the project communication management plan. After completion of the project, the investigation SHGPMIS Version2.0 of customer satisfaction and other indicators to reflect the effect of application, and SHGPMIS Version1.0 and the Online Bidding System for comparison and analysis of relevant indicators to test communication and project management in the SHGPMIS Version2.0 application results, and sum up experience and lessons to the future of communication management in government procurement information system development project to lay the foundation for further application.
