| Construction project management system has been highly improving after nearly 30 years'development in China. However, there are still many problems: the lack of systemic of the project objectives, frequently changes of design,the lower level of information and so on. The validity of information communication has become the key factor in the success or failure of the project. However, the existence of private information and the high cost of getting information not only lead to the serious asymmetric information which increases the transaction costs, but also hindered the effective communication and impact the control of investment, quality and process.The papers analyze the problems which is existed in the traditional project management and discuses the inevitability and possibility of systematic cooperation of the tripartite firstly. The result is that the information communication is the basis of the establishment and operation of the model. To deal with the asymmetric information between the projects participants, article analyzes the manifestation, cause and hazards of information asymmetry. On this basis, article establishes the information communication model of construction project management which is based on the collaboration of government, owner and the contractor which is based on the referencing to domestic and foreign research and combined with China's actual. The paper analyzes the stability of the model with system dynamics model and addresses the way of signing on incentives contract through principal-agency theory. At last, the run mode of model is introduced through the way of the objectives, contents and measures of information communication.The sharing, mutual trust and cooperation information communication model which is supplied by this paper not only laid the foundation for win-win cooperation between the participants, but also can provide a way to be simulated to solve the problem of information communication of project for theories field. |
