The Study Of Process Reengineering Of International Settlement In The Bank Of China

The entry to WTO brings many significant transformations to the domestic commercial banks, which have obtained unprecedented development opportunities, as well as severely tests. The Bank of China Ltd. (hereafter called the BOC) is one of the four state-owned commercial banks, and it has once been the specialized bank managing foreign exchange in China. As the loosening of management right of foreign exchange and the reforms and development of domestic financial markets, the BOC's monopoly superiority in foreign exchange businesses has gradually lapsed. Since competition among domestic and foreign banks has been centralizing to the intermediary business, which has low risks and high incomes, the international settlement market share of the BOC has dropped unceasingly. Facing the aggressive market competition, it is necessary as well as urgent for the BOC to analyze and introspect itself profoundly, and seek a kind of theory to instruct its corresponding reform.The thesis utilizes the theories of Bank Process Reengineering (BPR) to analyze the international settlement business processes of the BOC. It takes the documentation center pattern as the main experience of international settlement BPR, and introduces the developments and present situations of documentation center in domestic and foreign banks. Then it proposes the choice of process reengineering of international settlement process in the BOC.In the projects of process reengineering of the BOC, the thesis proposes the establishment of documentation center as the core pattern of the process reengineering, which followed by the reforms of marketing, management, and risk control systems. It also proposes the safeguards of process reengineering, which are the strengthening of information technology supports, the establishment of disaster backup systems and the reform of human resources departments.Finally, it carries on the anticipating effects of international settlement process reengineering of the BOC. The BOC would realize intensified management, enhance risk control abilities and promote service level.
