The transition period will come to a conclusion since china enter to the WTO. The foreign banks take a part in domestic market in succession under the external market environment. The deadline by 14 DEC 2006, a total of 67 banks from 19 countries and regions have established 211 business institutions in china, among them,88 business institutions had already gained the qualification to deal in RMB transaction. The total assets of these foreign-funded banks in china have come up to $53.6 billion which reached around 3.6% in financial institutions banking business. At the second half of 2008, as the global financial crisis swept through the global, many Euro-American banks have to went bankrupt and restructured, besides, all kinds of transactions in domestic banks was threatened. The competition among domestic commercial banks are more drastic. The domestic commercial bank as the Nation's important economy industry, has a significant influence that to a great extent deciding the competitiveness of financial industry and the perpetual developmemt of domestic economy. In face of the competition of financial market,it is a common phenomenon that domestic commercial bank has a indifferent marketing consciousness, and its consciousness ability and experience to guard against risks are still in growing period.for commercial banks, they have some more obvious problems such as banks' capital sufficiency rate is lower, non-performing loan is higher etc. it is a strict demand to strengthening marketing consciousness and risk control, especially,under the overall situation of financial crisis. in accordance to the present banking theory of domestic and foreign commercial bank and take examples from foreign bank in marketing innovation and in risk- control arrangement under the financial crisis, Writer applies the comparison research method to giving some advice about the development of domestic commercial banks and to combining theory with timeAt first,The article reviewed the course and practical experience of western commercial bank development theory. Secondly, to analysed the risks the macro-environment and the marketing which domestic commercial bank have to facing with, to put forward a corresponding risk-control proposal, to update basic thought, to establish a organization at the core of the marketing, thirdly, It must actively developing commercial bank's internal marketing, seting up a system of marketing evaluation mechanisms, taking the bank's innovation strategies into practice, enhancing means and measures control the risks and enhancing the development of bank's professional ethics and moral.
