With the fast changing technology and increasing economic globalization in the 21st century, the competition of human resources becomes the target of the comprehensive national strength competition among the countries. How to make use of human resources to get more effective result makes the performance management as an important issue in business management. Scientific performance management could improve the workforce initiative and stimulate their potential as well. Then the value of human resources capital could be better realized, and the efficiency will be maximized.In the traditional planned economy system, state-owned enterprises got dominance in the marketplace with the government's priority treatment in resource allocation. After China's accession to the WTO, the market which had been gradually opened up brings the Chinese state-owned enterprises not only opportunities of globalization but also more challenges of fierce competition. So the top priority for the competitiveness enhancement is to further improve the human resource management in state-owned enterprises, in particularly the performance management.Based on the background of the economic globalization and under the guidance of the combination of theory and practice, the performance management is studied in this article from the analysis of the bottlenecks of the human resources management in state-owned enterprises. Through the investigation of SY, a state-owned enterprise, we got their practical problems in performance management, found out the reasons and made related strategies for the company. As an example of state-owned company, SY has some typical problems, but not all the typical problems. We want to dig out more these problems from extended viewpoints and give further reflections on them to solve the problems. The innovative thinking will help us in finding some new ways to upgrade performance management, achieve strategic objectives, and increase international competitiveness by some constructive ideas.
